Entering a Team into Hampshire RFU Competitive Leagues
At Hampshire RFU, our approach to league entry is built around one core principle: creating sustainable, fit-for-purpose adult rugby teams that can provide players with regular, meaningful, and appropriate competitive rugby.
We recognise that every club’s, and team, journey is different. Rather than applying a simple pass-or-fail process, we work closely with clubs to understand their current position, future ambitions, and readiness for league rugby. Our objective is to support clubs in building strong foundations that help attract, retain, and develop players for the long term.
Supporting Sustainable Club Growth
League rugby brings many benefits, including regular fixtures, increased player engagement, improved recruitment opportunities, and a clear competitive pathway. However, successful participation requires clubs to demonstrate that they can consistently fulfil fixtures and provide a positive experience for players, opponents, referees, and volunteers. This isn’t just about sides that cancel fixtures, the impact stretches to the opposition that is often left without rugby. Anecdotal data suggests that team that has an opposition cancel one week, struggle the next, as players find other things to do.
To achieve this, Hampshire RFU works with clubs to assess their readiness for league entry, taking a longer-term view of club sustainability rather than focusing solely on a single season.
A Two-Year View of Club Readiness
As part of the assessment process, we typically consider evidence from the previous year to understand whether a club is robust enough to enter and sustain league rugby over the course of a season.
While every application is considered on its own merits, factors that may be reviewed include:
- Registered player numbers and player retention trends.
- The number and consistency of friendly fixtures played.
- Evidence of fulfilling fixtures throughout the season across all teams.
- Availability of players when other adult men’s teams within the club are also playing.
- Travel requirements and the likely impact on player availability.
- Club infrastructure, including coaching, administration, and volunteer support.
- Financial and organisational stability.
- Long-term plans for sustaining participation and growth.
Working in Partnership with Clubs
Our aim is not simply to determine whether a club can enter a league today, but whether it can thrive within league rugby over the coming seasons. If it thrives, then the league thrives.
Where appropriate, Hampshire RFU will work with clubs to identify areas for development and provide guidance on the steps needed to strengthen their application. This collaborative approach helps ensure that clubs enter league structures at the right time, giving them the best opportunity for success and reducing the risk of fixture disruption for the wider competition.

Player Development
We are committed to fostering talent and ensuring player welfare. For players aged 17 wishing to transition into adult rugby, it’s essential to follow the guidelines set by the Rugby Football Union (RFU). Detailed information on the approval process and necessary assessments can be found here.
